Clients must register projects with TDLR if the cost of construction is equal to or greater than $50,000. At the end of the project registration process and payment of the $175 (state project filing fee), a resulting receipt with the state assigned TABS number will need to be printed and presented to a local building department for building permitting purposes.

Note: The $175 state project filing fee is NOT the plan review fee. There is a separate plan review fee that must be paid when the project is submitted to us.

If the project has been TDLR registered using our RAS license number you MUST submit the project to us. Failure to make a plan review after project registration may result in consequences for both the property owner and the design professional.

To register your project on the TDLR website go to, Texas Architectural Barriers online System (TABS). (There is a non-refundable TDLR Project Filing Fee of $175. When you fill out the form online you will be prompted for a RAS number.)

If you are unable to register the project yourself, we can help and register it for you. You may email us a completed Architectural Barriers Project Registration Form after paying the plan review fee, the state fling fee, and the convenience fee (per our fee schedule). You will be notified of the assigned TABS number once the payment is processed and the project is registered.

IMPORTANT NOTES:

When registering online please take into account the following details:

  • Do not enter the Agent's information in the Owner's information section.

  • Do not enter the tenant's information in the Owner's information section (tenants are not owners).

  • The Owner is the person, firm, corporation, or entity, that holds title to the real property on which the building or facility is located. It is not the owner of the business that is leasing the space or building where the work is occurring.

  • In the Contacts area of the online form, all sections must be completed with all information (Building or Facility Owner, Owner's Agent, Design Professional, and Tenant). Do not enter the same information in different sections.

  • Projects that are located on separate physical sites (such as multiple projects under a single bond program), or projects having separate physical addresses (different numbers by block, suite, unit, building, etc.) must be registered, reviewed, and inspected separately, per TDLR.

Project Registration

Plan Review

TDLR requires that the design professional responsible for the design of the building or facility to submit the plans and specifications to a RAS no later than 20 day business days after the plans have been issued for permit.

Note: If there is not a design professional with overall responsibility, then the owner of a building or facility holds this responsibility.

What is Required for Plan Review?

1- A complete set of the construction drawings in PDF format.

2- A fully completed TDLR Proof of Submission Form (POS) in PDF format signed and dated by the Texas licensed design professional having overall responsibility for the design of the project.

3- Complete payment of the applicable fee per the Fee Schedule.

If Items 1 and 2 above were not uploaded to the Texas Architectural Barriers Online System (TABS) during project registration, please submit the construction drawings and POS form (in PDF format only) by email or via direct download link to yaljiboury@clearrouteaccess.com.

Inspection

TDLR code requires the owner of a building or facility to obtain an inspection from a RAS no later than the first anniversary of the completion of construction

We will send a reminder of the inspection required prior to the estimated completion date as noted on the project registration form.

After which, the inspection will be preformed with the owner or the owner's agent and a report detailing the results will be sent within a few days after the inspection.

A fully completed TDLR Request for Inspection Form signed and dated by the Property Owner/Landlord must be sent to: yaljiboury@clearrouteaccess.com.

Important notes:

  • The owner information on the Request for Inspection Form must exactly match the information for the owner that is recorded with the TDLR.

  • All fees must be paid prior to any services being performed (An invoice will be sent and fees be paid by check or credit card).

  • In case of a failed inspection you will need to fully complete and submit a TDLR Inspection Response Form to us within 270 days after the date of the inspection. Failure to do so within the 270-day window to correct any violations, will result in the TDLR will taking administrative action to ensure compliance with the law.

Site Survey

  • Measurements of installation for the existing ADA fixtures (restrooms, doors, spaces, parking, ramps, etc.) and check compliance with the Code.
